The Content tree is the manual that the Secretariat, the National Campaing Committees and the European Steering Group are developing in order to have a common reference point for implementing the "All Different - All Equal" Campaign.
"All different, All equal" is the call of the Council of Europe for Diversity, Human Rights and Participation.
In 1995 – 50 years after the end of World War II – the Council of Europe ran a European Youth Campaign entitled “All Different – All Equal” in order to reinforce the fight against racism, anti-Semitism, Xenophobia and Intolerance.
Nevertheless the struggle – 10 years afterwards – still goes on. For this reason, from June 2006 to September 2007, the Council of Europe will run a new Campaign for Diversity, Human Rights and Participation, based upon the same slogan and using the same successful logo.
The 2006-2007 Campaign is being organised in partnership with the European Commission and the European Youth Forum.
Presently, 42 Council of Europe member states have joined the campaign.
What is the slogan “All Different – All Equal” about?
It refers to the fact that people all over the world differ in so many ways, for example what people believe in and how people look, but regardless of these differences they should be given equal rights. Did you know that in some regions of Europe people with a non-white skin colour are afraid of walking alone on the streets? Did you know that in some regions of Europe gay people cannot kiss in public without fearing harassment? Did you know that in several regions of Europe having a handicap means not taking part in public life? Did you know that you have the right to be heard in all decisions regarding young people’s issues? That is what the Campaign is about: to respect diversity, to know about human rights and to take action in defending your own rights as well as to stand up against the discrimination of others.

[inline:1=Diversity]A research seminar on Diversity-Human Rights-Participation was held at the European Youth Centre, Strasbourg from May 11 to May 13, 2006. 17 researchers from countries as far apart as Azerbaijan, India, Turkey, Cyprus, Romania and Denmark presented their work.
Papers tackled subjects such as Ethnography with Romas in Cyprus, Diversity and Equality in the case of affirmative action legislation, government policy on poverty as it affects Gypsies in Spain, the participation of second generation migrants in Greece, a critical analysis of intercultural learning methodology, the discourse of human rights in relation to the Kosovo refugee camps and much more.
The seminar was addressed by Dr Gavan Titley of the National University of Ireland who spoke on Resituating Culture/Situating Diversity and by Professor Costas Douzinas of Birkbeck College, London who gave a thought provoking and challenging lecture on The Ends of Human Rights. The final conclusions of the seminar were presented by Dr Dina Kiwan.

The idea of human rights lies at both the historical and the ideological foundation of the Council of Europe and is just one of those points of commonality running through the whole of Europe. It is not of course exclusive to Europe, but it is certainly one of the most uniting and unifying factors and with the increased membership of the Council of Europe, it will become ever more so.
Human rights affect every aspect of our lives. Indeed, violations of human rights lie at the root of almost every problem in the world today: violence, poverty, globalization, the environment, economic inequality, and lawlessness.
Although human rights, in their original conception were broadly confined to the civil and political spheres, it is now acknowledged that they must embrace social, cultural, and economic issues as well. Today, people even speak of a third generation of rights that takes into account collective rights and issues concerning future generations of mankind.
The international community now recognizes three different generations of rights which cover different dimensions of human activity.
First generation rights: liberty rights
These include the civil and political rights such as the right to freedom of expression, freedom of association, the right to life, to a fair trial, to participation in the political life of society, and so on. These issues are traditionally addressed in the formal education sector through citizenship education, civic education, political education for democracy or law related education.
Second generation rights: equality rights
These include the social, economic and cultural rights, such as the right to an adequate standard of living, to work, to join a trade union, to health and education. Within the formal education system at least, these are areas that are often neglected.
Third generation: solidarity rights
These rights are also known as emerging rights because they are still in the process of being acknowledged and recognized. They refer to the collective rights of society or people, such as the right to sustainable development, to peace, or to a healthy environment. There are increasing educational areas that look specifically at these rights, for example environmental education, peace education and development education.
Youth participation in society can contribute to fighting structural discrimination and promoting diversity. The practice of participation of the individual is an effective means for finding one’s place in society.
"Nothing about us, without us" is a basic principle for ensuring participation.
To build a fully-fledged participative society needs volunteers, committed citizens and politicians, who are convinced of democratic decision-making at all levels of the political process. And it needs the recognition of PARTICIPATION as the very centre of democracy and as the decisive indicator for its quality. There is an active associative life in Europe, there are volunteers everywhere, non-governmental organisations perform excellent work, with more success than is publicly recognised. Yet still not all citizens have the same access, particularly those from weak social backgrounds and minorities, but also children, women, workers and employees, pupils, students, immigrants and refugees...

Recipes for educational work do not really exist, particularly not recipes of similar value for all European societies. Youth workers, and teachers most constantly adapt to the special requirements of young people and their social environment. Activities at local and national level are supposed to be initiated and coordinated by the National Campaign Committee. Each NCC will decide on its programme of activities according to its possibilities.
The main activities of the campaign will be:
[inline:1=T-shirt with Asylum Seeker print]Two weeks ago, a special event took place at the EYC in Strasbourg on the topic "Being a young refugee in Europe today".
32 young refugees, asylum seekers, Internally Displaced People and youth workers working on these issues met to share experiences, identify possible ways of improving their situation, and formulate recommendations to decision-makers.
32 young people living in about 27 various European countries, and originally from all over the world... this means 32 life stories and experiences of violence, injustice, travelling and searching for a place to be home.
The attached first draft of recommendations is a great product of this event, which will be followed up in the future, and surely continued.
For the fifth time the Council of Europe is organising the "Young Active Citizens" Award with a view to promoting active participation of young people in society by rewarding innovative projects in this respect. This time the Award will be given to actions or projects which are contributing to the "All Different - All Equal" Campaign. The competition is open to non-governmental youth organisations and networks, as well as any other structures involved in youth work. Organisations wishing to submit a project are requested to send their applications to the National Campaign Committee of their country.

The symposium aims at deepening and exploring the concepts and issues related to diversity in Europe from the perspective of young people and its relevance for the “all different – all equal” European youth campaign for Diversity, Human Rights and Participation.

[inline:2=participation image]At local and regional level, active participation of young people in decision making and actions is essential if we are to build more democratic, inclusive and cohesive societies. However, participation in the democratic life of any community is about more than voting or standing for election, although these are important elements.
Participation and active citizenship is about having the right, the means, the space and the opportunity and where necessary the support to participate in and influence decision taking and being engaged in actions and activities so as to contribute to building a better society.
Within its priority "participation and active citizenship" the Council of Europe's Directorate of Youth and Sport will organise an international training course on youth participation and the revised European Charter on the participation of young people in local and regional life that will be held at the EYCS from 23 March - 1 April 2007.
The target group are experienced and active youth workers/leaders and governmental representatives dealing with youth.

[inline:2=University Logo]The university on youth and development held in Mollina (Spain) offered to close to 350 young people and youth organisations a space for debate where they are able to discuss their realities and draw lessons from the experiment of the others, fostering their role as active stakeholders of the local, regional and international development. This event is organised by the North-South Centre of the Council of Europe in collaboration with other partners such as the Youth Forum and the National Youth Spanish Council.
The theme of the 2006 Edition of the University on Youth and Development was “all
different-all equal: Participation, Human Rights and Diversity”, and the Campaign secretariat contributed to the event with a number of inputs.

The public launch with balloons, drummers and music took place on the forecourt of the Palais at 1 pm. In the evening a cultural programme with percussions by Allons Z’Enfants de la Batterie, Country line dancing, Capoeira, Jambe by Afrique Etoiles and music from Les artistes de la table ronde was offered. During the launching event meetings of the European Steering group and the National Campaign Committees took place.

Campaign is finally launching in Greece! Better late, than never as we say here. The National Youth Council who is doing the National Coordination, has the honour to invite all the NGO's and persons that want to get involved in the Campaign for a first meeting to get to know each other.
The first meeting will be help in the headquarters of General's Secretariat for Youth, in Aharnon str. 417. We will present the Campaign, say what we will coordinate and then the floor will be all yours! We are waiting for comments, ideas, projects, best and worst practices, complaints and great motivation. Just bring yourself and lets make this day, the first day of a big chance in our country and in our lives!
So prepare yourself, because the D-day is Saturday the 27 of January (time will be announced shortly).
For the media and the journalists will also be an info day, which is Wednesday 31 of January in the centre of Athens. We will try to impress them so they will present our campaign in the best way, and they will advertise all our activities!!! It will also be the days where the first ambassadors of the Campaign will appear. We are expecting many artists and athletes to be there and say a few words.
The campaign in Greece will last till the end of 2007. The motivation is currently quite high and we will make sure that it will be like that, till the end!!

The campaign secretariat started work on 1 January 2006. In its final form it will include a campaign manager, a communication officer, an administrative assistant for the educational activities and a secretary.
The campaign manager is being recruited through a special open procedure. Until his / her recruitment, co-ordination of the campaign-preparation phase is being managed by the co-ordinator of the partnership between the Council of Europe and the European Commission.
An expert seconded from the German Youth Council is also helping the secretariat with liaison, particularly relations with the National Campaign Committees.

The European Steering Group takes decisions at strategic level and oversees implementation of the campaign.
The ESG comprises 8 members from the statutory bodies in the Council of Europe youth sector (representing governments and NGOs). Also represented on the ESG (but without the right to vote) are the European Youth Forum, the Parliamentary Assembly and Congress of Local and Regional Authorities of the Council of Europe, the European Commission, UNESCO, the United Nations High Commissioner for Human Rights and the European Commission against Racism and Intolerance (ECRI).
The 49 countries which are parties to the European Cultural Convention (46 CoE member states and 3 non-CoE countries) are invited to set up National Campaign Committees (NCCs) in order to coordinate and initiate activities at national, regional and local level.
Their task is to develop and carry out a national campaign programme in co-operation with the Council of Europe. The NCCs are to cooperate with other NCCs and with the campaign secretariat. The NCCs are to contact and involve all relevant partners and stakeholders, such as youth and other NGOs, public authorities at all levels, government bodies, social partners, the media, and cultural and sports organisations. Self-organised civil-society bodies and governmental authorities should be equally represented on the NCC.
A first meeting of existing NCCs and of parties interested in creating one was held in Strasbourg at the beginning of February 2006, the second one took place during the launching event on 28 - 30 June.
NCCs will meet three times per year, in conjunction with the European Steering Group meetings. The next meeting will take place in December.
This chapter aims at providing the NCCs with all essential information and tools necessary to implement the Campaign.

[inline:1=EYCB picture]Today the 3rd National Campaign Committee was opened in Budapest.
The meeting was opened by Ms. Antje Rothemund, director of the EYCB and host of the event, welcoming words were also given by the Ms. Kathrin Groth on the behalf of the ESG.
Following a round of presentation, the Campaign director presented the "state of play" of the Campaign (see attached powerpoint presentation). Particular emphasis was given to the introduction of the action weeks, scheduled weeks of the year where the Campaign secretariat will tackle specific issues, also organising media-friendly events in various countries.
Mr. Dennis van der Veur, from OSCE, also gave a presentation (see attachment) aimed to underline how the work of the ODIHR (Office for Democratic Institutions and Human Rights) is substantially in line with the work of the CoE and with the aims of the Campaign, and therefore opening to the possibility to establish a strategic co-operation within the "all different - all equal" framework.

The morning opened with the presentation of the new visuals of the Campaign (see this post for updates and taking part to the debate) by the staff of Quince, the company who won the call for tenders for the visuals.
In the second part of the morning the plenary split up in 3 working groups for exchanging and sharing information on the state-of-art of the various national campaign.
The afternoon opened with a presentation from Obessu about the idea of labelling after the Campaign, if they meet certain standard (see attached presentation). After the presentation, participants split in thematic working groups:
Each group had to come up with recommendations for the campaign; the outcome was shared in plenary (and will be part of the official report of the meeting).
The day closed with an optional night session, where NCCs who wanted to do so showed movies and presentations from the activities they already implemented.
[inline:1=Digit number three]The first speaker of the day was Mr. Paul Lappalainen, expert on anti-discrimination issues and lobbying for policy changes. He delivered a presentation covering various issues: from a comparative analysis of European and North American policies to the theme of effective lobbying (see attached powerpoint presentation).
The morning kept on with a presentation from Ms. Fíona Ní Chinnéide, representant of the European Youth Card Association, the organisation issuing the European Youth Card <26. EYCA offered support and co-operation in disseminating information about the Campaign (at pan-European or national level) and the Campaign events.
The second half of the morning was dedicated to a debate that tackled various issues, amongst which:
The meeting closed with a round of feedbacks from participants to the organisers about how the meeting went.
We plan to present an overview of best practice projects being organised within the Youth campaign. This is only possible if you post your projects, with a short description of the outcome and a photo , as a child page to this category.
For multipliers working with young people the central issue of the Campaign is how to relate the topics of diversity, human rights and participation to your work. How to introduce human rights education in your institution or organisation and how does human rights education challenge institutional structures? How to speak about human rights while keeping a critical look at the dominant human rights discourse in western politics? What are the right methods to promote diversity without repeating ethnic stereotypes? How to celebrate diversity while raising the issue of institutional racism? How to initiate projects referring to the “European Charter on the Participation of Young People in Local and Regional Life”?

Fiche Synthétique :VOUS et LA campagne « tous différents, tous egaux »
AMSED
L’Association Solidarité Migration et Echanges pour le Développement (AMSED) a été crée en 1998 et a pour vocation la promotion et la réalisation d’activités d’animations, d’insertion et d’échanges, en particulier avec les personnes immigrées.
L’AMSED met en place des projets de développement local en créant des liens de solidarité, des moments d’échanges et de coopération.
Axes d’intervention :
Echanges interculturels
Au carrefour de l’interculturel, les activités de l’association reposent sur les principes de l’échange et du partage autour de projets collectifs, et notamment des chantiers internationaux pour jeunes. En favorisant la découverte et la connaissance d’autres cultures, en créant des relations entre jeunes du Nord et du Sud et entre jeunes d’Europe, en participant au Festival Strasbourg Méditerranée, l’AMSED développe des occasions de brassage culturel, et plus particulièrement en rapport avec le milieu migrant.
Coopération pour le développement
Les différents projets menés par l’association depuis sa création, et plus particulièrement le projet de formation d’acteurs associatifs et de développement local dans le cadre d’un programme d’appui et d’accompagnement d’acteurs économiques locaux et professionnels (artisans, éleveurs, apiculteurs) participent à une dynamique de développement en Algérie.
Développement local
A travers les animations de quartier et un accompagnement social de proximité, nos activités s’inscrivent dans une démarche de développement local. En croisant le culturel, le social et l’économique, l’AMSED mobilise divers acteurs, bénévoles, salariés et diverses structures d’insertion, autour de projets de proximité dans des quartiers de la ville de Strasbourg.

Menées en partenariat avec diverses associations et institutions dans une approche transversale des projets, les activités de l’AMSED représentent un véritable levier à l’exercice de la citoyenneté locale et internationale. L’AMSED participe ainsi à la création et la valorisation d’initiatives de participation à la vie publique à travers les thématiques de l’immigration, la citoyenneté et la lutte contre les discriminations.
Exemples d’actions menées :
Chantiers internationaux de jeunes au Maroc dans le cadre du programme de coopération décentralisée Strasbourg – Fès, autour de la rénovation et de la protection du patrimoine dans l’ancienne Médina de Fès (maison de jeunes, pavage de rue piétonne, rénovation d’un jardin d’enfants….)
D’autres chantiers de travail bénévoles ont été organisés par l’association au Burkina-faso et au Cameroun autour d’activités d’aménagement et d’échanges interculturels.
Depuis 1998, l’AMSED s’est engagé dans un partenariat avec des acteurs associatifs et économiques de Kabylie, dans le but d’appuyer, de former et d’accompagner la structuration des filières agricoles et rurales (tisserandes, bijoutiers, apiculteurs et éleveurs bovins). De ce partenariat, plusieurs projets ont vus le jour, tel que :

Chantier international de jeunes en Roumanie :
I) Le chantier
Groupe de jeunes volontaires français et roumains qui effectuent des travaux autour de l’aménagement d’un espace de loisir. Ces travaux sont ponctués de visites, et d’échanges avec les acteurs locaux.
II) Workshops
Workshop N°1 :
Les droits civiques des immigrants dans les deux pays : France et Roumanie.
Workshop N°2 :
La lutte contre le racisme et la xénophobie, la question des Droits de l’Homme et celle des minorités en Roumanie.
Workshop N°3 :
L’entrée de la Roumanie dans l’Union Européenne, les raison de l’exode et pourquoi le choix de la France comme pays d’accueil.
III) La restitution
Les jeunes volontaires français restituent leur expérience lors de la Semaine de Solidarité Internationale : panneaux, films, photos, journal de bord, table ronde, …..

Petit historique :
En novembre 1991, le Centre Européen de la Jeunesse du Conseil de l'Europe organise une semaine de réflexion pour des animateurs, des travailleurs sociaux et des chefs de projets venus de toute l'Europe. Au cours de cette semaine, les participant(e)s mettent en évidence leur besoin de rester en contact au niveau européen afin de pouvoir continuer à échanger leurs pratiques, mettre en parallèle leurs problèmes communs et leurs approches différentes, faire entendre la voix des jeunes avec lesquels ils travaillent au quotidien.
Progressivement, une structure européenne, « le Réseau Express Jeunes / Youth Express Network, de l'exclusion à l'intégration » se met en place pour devenir, en 1993, une association de droit local.
Domaines d'investigation / objectifs:
Nous sommes un réseau européen d'associations, de travailleurs sociaux et d'animateurs travaillant à un niveau local, régional et international avec des jeunes en situation d'exclusion sociale.
Nous luttons pour :
-l'égalité des chances pour tous les jeunes
-une société tolérante
-les Droits de l'Homme
-un accès à l'information pour tous
-la participation active des jeunes
Missions :
-promouvoir, soutenir et favoriser la formation et les échanges de jeunes, des animateurs, travailleurs sociaux et chefs de projets
-améliorer les conditions des jeunes issus des milieux défavorisés (socialement, économiquement, géographiquement) et attirer l'attention de l'opinion publique et des décideurs politiques sur les problèmes spécifiques de ce public
-promouvoir des recherches sur les problèmes de discrimination et de marginalisation sociale en Europe
-appeler à des actions politiques pour combattre et prévenir les discriminations et exclusions au niveau local, régional et européen
-informer les jeunes de leurs droits
-communiquer les réalités et soutenir les aspirations des jeunes au niveau local, national et européen

1-Agir et créer pour l'inclusion sociale et le dialogue interculturel

Ce séminaire sera mené par des experts en éducation aux Droits de l'Homme et par des artistes. Le but est de permettre l'échange d'expérience entre artistes et travailleurs sociaux impliqués dans le développement de leur communauté locale afin de définir des stratégies communes allant vers plus d'inclusion sociale et de dialogue interculturel à l'heure où les violences urbaines et les discriminations augmentent dans la plupart des grandes villes d'Europe.
2-Arche de Noé : Cultures Différentes / Droits Egaux
Juin2007, Arménie
Echange de jeunes autour du thème de la diversité. L'Arche de Noé représente la diversité de toutes les différentes espèces vivantes sur Terre : 32 jeunes issus de 8 pays différents vont essayer ensemble d'explorer les concepts clés de la campagne « Tous Différents, Tous Egaux ».

Comment votre structure se reconnaît dans cette campagne ?
Le Réseau Express Jeunes (et ses associations membres) avait activement participé il y a 10 ans à la campagne « Tous Différents, Tous Egaux ». Notre participation dans cette 2e phase de « piqûre de rappel » allait donc de soit.
Nous avons donc participé au lancement officiel de la campagne en juin 2006 et à différents séminaires et symposiums organisés par le Conseil de l'Europe liés à cette campagne.
Le Réseau Express Jeunes se reconnaît totalement dans cette campagne. En effet, la plupart de nos associations membres travaillent avec des jeunes défavorisés. Les questions de participation, de respect de la diversité et des Droits de l'Homme sont donc au cœur du projet éducatif avec ces jeunes. Les rendre acteurs de leurs propres parcours est en effet la seule possibilité pour eux de « s'en sortir » !.

Nous pouvons bien sûr apporter un soutien logistique à la journée du 24 mars.

LE CLAPEST
Année de création : 1970
L’association compte une quarantaine d’associations et des membres individuels
Objet de l’association :
Favoriser l’intégration de toutes personnes en difficulté d’insertion, en particulier des immigrés et des personnes étrangères.
Promouvoir l’interculturalité, permettant à chacun d’accéder à sa juste place dans la société française, par la formation, par la participation à la vie associative et par l’appropriation et par l’affirmation de ses droits civils, politiques, économiques, culturels et sociaux.
Le Clapest aide et accompagne les responsables d’associations issues de l’immigration.
Les compétences et l’expérience acquises en matière de gestion et d’information auprès des associations issues de l’immigration ont valu au Clapest d’être reconnu depuis 1991 point d’appui local d’aide à la vie associative.
Si, aujourd’hui, les associations issues de l’immigration demeurent un public prioritaire pour le Clapest, de nombreuses actions (formations, permanences, accompagnements) sont mises en place pour aider
et soutenir d’une manière générale les responsables associatifs.
Le Clapest est membre du réseau SARA (Soutien aux Associations en Région Alsace).
POLE DIVERSITE CULTURELLE
L’histoire de la population alsacienne s’est constituée par l’arrivée de flux migratoires de populations successifs. Le Clapest agit pour montrer que cette diversité de population est aujourd’hui (comme elle a toujours été) un atout pour cette région.
Le Clapest agit en faveur de l’intégration et de l’insertion des personnes dites issues de l’immigration et étrangères tout en favorisant la participation citoyenne et l’accès aux droits de ces publics.
Pour cela, il intervient :
- comme partenaire du service public de l’Accueil dans le cadre du Contrat d’Accueil et d’Intégration (formations civiques et journée « vivre en France »)
- comme acteur d’un projet européen de lutte contre les discriminations raciales à l’emploi : projet « Equal »
- en menant régulièrement des actions de formation (sur catalogue ou à la demande) pour une meilleure connaissance des publics étrangers ou d’origine étrangère, sur les questions interculturelles en direction des travailleurs sociaux, des bénévoles des associations et, d’une façon générale, pour tous.
Le Clapest produit lui-même des outils et supports pédagogiques (jeux et supports d’animation) sur les questions interculturelles :
- création d’un site Internet « Alter Ego » qui regroupe des outils pédagogiques et des ressources bibliographiques permettant de faciliter et de valoriser le « rapport à l’autre ».
- le « Jeum défi » : jeu de société permettant d’apprendre à se connaitre, d’interroger les identités, d’aller à la rencontre de l’autre, et de confronter les perceptions respectives de chaque joueur.
Le CLAPEST développe des initiatives comme le projet autour de la non-violence, avec la diffusion dans les écoles primaires et les centres socio culturels de la mini-exposition « Silence, la violence » de
Enfin, il agit pour la promotion des personnes et la défense de leurs droits notamment en participant à des collectifs (Justice et liberté)
Le Clapest conçoit et anime des actions de formation pour les acteurs périscolaires et de l’accompagnement scolaire.
ll favorise les échanges et le partage des connaissances en organisant des rencontres entre les différents partenaires.
Il aide également à la conception et la réalisation de projets.
Enfin, il crée des outils pédagogiques, notamment appropriés aux enfants rencontrant des difficultés
L’INSERTION
Le Clapest mène des actions d’insertion sociale pour des femmes bénéficiaires du RMI et de l’API, en priorité femmes de l’immigration.
Il veille à améliorer les conditions d’accueil des demandeurs d’asile et les chances d’insertion des réfugiés, avec les partenaires de son réseau.
