The 49 countries which are parties to the European Cultural Convention (46 CoE member states and 3 non-CoE countries) are invited to set up National Campaign Committees (NCCs) in order to coordinate and initiate activities at national, regional and local level.
Their task is to develop and carry out a national campaign programme in co-operation with the Council of Europe. The NCCs are to cooperate with other NCCs and with the campaign secretariat. The NCCs are to contact and involve all relevant partners and stakeholders, such as youth and other NGOs, public authorities at all levels, government bodies, social partners, the media, and cultural and sports organisations. Self-organised civil-society bodies and governmental authorities should be equally represented on the NCC.
A first meeting of existing NCCs and of parties interested in creating one was held in Strasbourg at the beginning of February 2006, the second one took place during the launching event on 28 - 30 June.
NCCs will meet three times per year, in conjunction with the European Steering Group meetings. The next meeting will take place in December.
This chapter aims at providing the NCCs with all essential information and tools necessary to implement the Campaign.

[inline:1=EYCB picture]Today the 3rd National Campaign Committee was opened in Budapest.
The meeting was opened by Ms. Antje Rothemund, director of the EYCB and host of the event, welcoming words were also given by the Ms. Kathrin Groth on the behalf of the ESG.
Following a round of presentation, the Campaign director presented the "state of play" of the Campaign (see attached powerpoint presentation). Particular emphasis was given to the introduction of the action weeks, scheduled weeks of the year where the Campaign secretariat will tackle specific issues, also organising media-friendly events in various countries.
Mr. Dennis van der Veur, from OSCE, also gave a presentation (see attachment) aimed to underline how the work of the ODIHR (Office for Democratic Institutions and Human Rights) is substantially in line with the work of the CoE and with the aims of the Campaign, and therefore opening to the possibility to establish a strategic co-operation within the "all different - all equal" framework.

The morning opened with the presentation of the new visuals of the Campaign (see this post for updates and taking part to the debate) by the staff of Quince, the company who won the call for tenders for the visuals.
In the second part of the morning the plenary split up in 3 working groups for exchanging and sharing information on the state-of-art of the various national campaign.
The afternoon opened with a presentation from Obessu about the idea of labelling after the Campaign, if they meet certain standard (see attached presentation). After the presentation, participants split in thematic working groups:
Each group had to come up with recommendations for the campaign; the outcome was shared in plenary (and will be part of the official report of the meeting).
The day closed with an optional night session, where NCCs who wanted to do so showed movies and presentations from the activities they already implemented.
[inline:1=Digit number three]The first speaker of the day was Mr. Paul Lappalainen, expert on anti-discrimination issues and lobbying for policy changes. He delivered a presentation covering various issues: from a comparative analysis of European and North American policies to the theme of effective lobbying (see attached powerpoint presentation).
The morning kept on with a presentation from Ms. Fíona Ní Chinnéide, representant of the European Youth Card Association, the organisation issuing the European Youth Card <26. EYCA offered support and co-operation in disseminating information about the Campaign (at pan-European or national level) and the Campaign events.
The second half of the morning was dedicated to a debate that tackled various issues, amongst which:
The meeting closed with a round of feedbacks from participants to the organisers about how the meeting went.
We plan to present an overview of best practice projects being organised within the Youth campaign. This is only possible if you post your projects, with a short description of the outcome and a photo , as a child page to this category.
For multipliers working with young people the central issue of the Campaign is how to relate the topics of diversity, human rights and participation to your work. How to introduce human rights education in your institution or organisation and how does human rights education challenge institutional structures? How to speak about human rights while keeping a critical look at the dominant human rights discourse in western politics? What are the right methods to promote diversity without repeating ethnic stereotypes? How to celebrate diversity while raising the issue of institutional racism? How to initiate projects referring to the “European Charter on the Participation of Young People in Local and Regional Life”?

If your country is one amongst the 48 who signed the European Cultural Convention but its not listed here below, it means that your NCC has not yet been formed or the Council of Europe has not been notified yet of its creation. In this case you can contact the campaign secretariat for the most up-to-date information on the state of play in your country.
